Our Ref BR6/0001

Circular No IR/138/15

28th May 2015

Dear Colleagues,

INDUSTRIAL ACTION CALLED!

Our Ref BR6/0001

Circular No IR/138/15

28th May 2015

Dear Colleagues,

INDUSTRIAL ACTION CALLED!

RATES OF PAY AND CONDITIONS OF SERVICE 2015 – NETWORK RAIL

A meeting was held today with our Network Rail Area Council reps to discuss the latest pay proposals from Network Rail. (Copy attached).  The clear view of the meeting was that the new offer was unacceptable and therefore the General Grades Committee has called Network Rail members to take strike action as follows:-

Members are instructed Not to Book on for Duty for any shifts that Start between:-

• 17.00 hours on Thursday 4th June 2015 and 16.59 hours Friday 5th June 2015

and

• 17.00 hours on Tuesday 9th June 2015 and 16.59 hours Thursday 11th June 2015

In addition, members are instructed not to work any overtime, additional hours, extended shifts nor carry out any callouts between:

• 00.01 hours on Saturday 6th June 2015 and 23.59 Friday 12th June 2015.

There are no exceptions to this instruction, all Network Rail members (excluding Band 1 to 4 staff and Managers who have not been balloted) are instructed to take this action.

Detailed information on how this action will affect members in the form of a Frequently asked Questions Document will be circulated to individual members very shortly. As regards picket lines, detailed guidance has already been circulated to Regional Offices for distribution. Picket lines will be coordinated locally.

The solidarity and determination of members in this dispute has been incredible and I urge Network Rail members keep up the fight and stand shoulder to shoulder with their colleagues on the days of action. It is abundantly clear from the views of the reps at the meeting that Network Rail’s offer simply isn’t good enough and we demand nothing less than a substantial improvement.

I will keep branches fully informed of developments.

Yours sincerely

Mick Cash

General Secretary

Rates of Pay & Conditions of Service 2015 – Network Rail

Circular No IR/127/15

To All Branches, Regional Offices & Regional Councils

Our Ref: BR6/0001

18th May 2015

Dear Colleagues,

Rates of Pay & Conditions of Service 2015 – Network Rail

Regarding the above I would like to give you an update and all the details of the industrial action that has been called by the General Grades Committee.

The Industrial Action Dates and Times

Network Rail members working in Operations, Maintenance, Bands 5 to 8 and Customer Services are instructed not to book on for duty for any shifts that begin between the following times.

• 17. 00 hours Monday 25th May 2015 until 16.59 hours Tuesday 26th May 2015

In addition we have called the following action short of a strike.

• From 00.01 hours Monday 25th May 2015 until 23.59 hours Tuesday 26th May 2015 members are instructed not to work any overtime, additional hours, extended shifts nor undertake any callouts.

Exceptions

There are no exceptions to this instruction; all Network Rail members (excluding Band 1 to 4 staff and Managers who have not been balloted) are instructed to take this action.

Reminder of Reasons for Dispute

This dispute is about fair pay and job security. Their current offer would see your pay lag behind the rate of inflation and they have refused to extend the No Compulsory Redundancy for the lasttwo years of the deal. We all know that Network Rail are determined to cut costs and Signallers and Maintenance staff will be incredibly vulnerable in the coming years, as the new Tory Government will be putting them under even greater pressure to make savage cuts.

Network Rail made a £1.2 billion profit last year, double the previous year, and we believe you deserve fair reward for the hard work and long unsociable hours you do to keep the network running. With a mandate for action so strong, Network Rail can be left in no doubt that RMT members are united and demand a substantially improved offer. I urge you to stand shoulder to shoulder with your colleagues and strongly support the action.

We demand nothing less than a substantially improved offer and hope the company will see sense and table an improvement. We will continue to seek talks with the company to resolve the dispute and I will keep members fully informed of developments.

ACAS Talks

At the time of writing all the unions involved in the dispute and Network Rail Management are at ACAS trying to reach a settlement.

Strike Days

I would ask all Branches, Regional Councils, activists and members to offer assistance and support to our Network Rail members who are on strike. Please contact your Regional Office where picket lines, demonstrations, publicity etc., is being co-ordinated.

Helpline Opening Hours

The National Helpline (0800 376 3706) will have extended operating hours during the dispute which are as follows: -

Monday 18th May until Friday 22nd May – 08.00 to 20.00

Saturday 23rd May and Sunday 24th May - 09.30 to 16.00

08.00 Monday 25th May until 20.00 Tuesday 26th May the Helpline will be open permanently.

Please note that these extended hours are to deal with queries from members relating to the Network Rail Dispute. Members are welcome to continue contacting the helpline during office hours for all other matters.

I will of course keep you advised of developments

Yours sincerely,

Rates of Pay & Conditions of Service 2015 – Network Rail

From RMT Press Office.

General secretary Mick Cash said.

"It is highly damaging that instead of focusing on the talks process Network Rail have opted instead to threaten a dash to the courts to challenge the democratic decision of rail worker members of one of our sister unions.

RMT will not allow this legal manoeuvring to cloud the real issues in this dispute over jobs, safety and pay justice. RMT will continue to engage in talks while we also finalise the preparations for our national industrial action. "

Firstly I would like to congratulate you all for the magnificent support you have shown for your union by returning a massive vote for strike action and action short of a strike.
